What is ME(A)L?

  • Monitoring refers to the continuous tracking of a program's activities and progress in real-time.

    It involves systematically gathering data on pre-defined indicators to ensure that the project stays on course and meets its objectives. Monitoring provides the information needed to make day-to-day operational adjustments.

  • Evaluation is the periodic assessment of a project’s outcomes and impact. It focuses on determining the effectiveness, efficiency, relevance, and sustainability of interventions, often through comparisons against baseline data or pre-set goals.

    Evaluations are typically conducted at key points in the project lifecycle, such as mid-term or completion

  • Accountability involves ensuring that all stakeholders, including donors, beneficiaries, and implementing agencies, are held responsible for their roles in a project.

    It ensures transparency in decision-making and resource use, creating mechanisms for stakeholders to voice feedback and for organizations to respond effectively.

    Accountability is sometimes bracketed - to emphasize its evolving or optional role within certain organizations or projects.

  • Learning is the process of reflecting on monitoring and evaluation data to adapt and improve future program design and implementation. It focuses on capturing lessons learned and integrating these insights to enhance effectiveness and inform future decisions and strategies.
